Penn State is a public university that receives some funding from the government and from taxpayers. There is, at this time, essentially no financial aid available for international undergraduate students. U.S. Citizenship or legal permanent residency is a requirement for federal funds; Pennsylvania residency is a further requirement for state funds.
Sung and Fumi Lee Scholarship Endowment
This grant is for undergraduates or graduate students currently enrolled full-time at Penn State and will be enrolled full time next semester. The award is to be given to students with superior academic records or promise of outstanding success and who demonstrate financial need or difficulty due to sudden economic decline. First preference is for students from South Korea; second preference for students from the Philippines; third preference for students from Thailand, Vietnam, Indonesia, Burma, Laos, Cambodia; fourth preference for students from Malaysia; fifth preference for students from China or Taiwan.
